MANAGING THE UNION MINISTRY OF PARLIAMENTARY AFFAIRS

Shri Pralhad Joshi, the Union Minister of Parliamentary Affairs, spends more than 100 days a year in Parliament, the sanctum sanctorum of democracy, engaged in preparatory work related to the monsoon, winter, and budget sessions, business of the houses, proceedings, passing of bills, amendments, etc. During this period, he works with dexterity, soberness, and mental agility, sometimes under difficult circumstances, regardless of day or night. It is an arduous task for the Minister of Parliamentary Affairs to lead the houses and conduct the business in a harmonious environment. This requires maintaining cordial relations and rapport with the Honourable President, Vice President, Speaker of the Lower House, Prime Minister, Governors, Members of the Union Cabinet, Opposition Leaders of the houses, Chief Ministers of states, and Leaders of political parties at various levels, coming from different political backgrounds, while upholding discipline and culture. Nonetheless, Shri Pralhad Joshi has emerged victorious through his professional acumen and amiable conduct. His efforts have doubled the dignity of the Ministry of Parliamentary Affairs. Being a Parliamentary Affairs Minister, Shri Pralhad Joshi has participated in various meetings, including the Business Advisory Committee of both the upper and lower houses, Joint Parliamentary Committee, Rules Committee, meetings with leaders and all-party leaders, and interactions with foreign parliamentarians, totaling 206 meetings during the 17th Lok Sabha period. In addition, while Parliament was in session, he engaged in meetings with prominent ministers. Apart from this, he not only presented ten bills and addressed both houses on these ten bills pertaining to the Department of Coal and Mines but also obtained the necessary approvals from both houses. Furthermore, he has responded to 86 and 89 starred questions, and 849 and 871 unstarred questions in the Lok Sabha and Rajya Sabha, respectively.

Being a parliamentary affairs minister Shri. Pralhad Joshi has participated in varied meetings like Business Advisory Committee of upper and lower house, Joint Parliamentary Committee, Rules Committee, leaders and all party leaders, foreign parliamentarian etc all put together in 206 meetings during 17th Loka Sabha period. In addition while the parliament was in sessions involve himself in the meetings with the prominent ministers. Apart from this he has not only Presented ten bills and addressed both the houses on these ten bills pertaining to the department of Coal and Mines but also got the necessary approvals from both the houses. Besides he has answered to 86 and 89 starred questions 849 and 871 unstarred questions of Loka Sabha and Rajya Sabha respectively.

ವರ್ಷದ ನೂರು ದಿನಗಳಿಗಿಂತ ಹೆಚ್ಚು ಸಮಯವನ್ನು ಪ್ರಜಾಪ್ರಭುತ್ವದ ಗರ್ಭಗುಡಿಯಾದ ಸಂಸತ್ತಿನ ಮುಂಗಾರು, ಚಳಿಗಾಲ, ಬಜೆಟ್ ಅಧಿವೇಶನಗಳ ಸಂದರ್ಭದಲ್ಲಿನ ಪೂರ್ವ ತಯಾರಿ, ಕಾರ್ಯಕಲಾಪಗಳು, ನಡಾವಳಿಗಳು, ಕಾನೂನುಗಳ ರಚನೆ, ತಿದ್ದುಪಡಿ, ಕ್ಲಿಷ್ಠ ಸಂದರ್ಭದಲ್ಲಿ ಚುರುಕಾದ ನಿರ್ವಹಣೆಯಲ್ಲಿಯೆ ಬಿಡುವಿಲ್ಲದೆ ಕಳೆಯುತ್ತಾರೆ. ಇಂತಹ ಸಂದರ್ಭದಲ್ಲಿ ಹಗಲು ರಾತ್ರಿಗಳ ಪರಿವೆಯೇ ಇಲ್ಲವಾಗಿರುತ್ತದೆ. ಘನತೆವೆತ್ತ ರಾಷ್ಟçಪತಿಗಳು, ಉಪರಾಷ್ಟ್ರಪತಿಗಳು, ಲೋಕಸಭೆಯ ಸ್ಪೀಕರ್, ಪ್ರಧಾನ ಮಂತ್ರಿ, ರಾಜ್ಯಪಾಲರು, ಕೇಂದ್ರ ಸಚಿವ ಸಂಪುಟದ ಸದಸ್ಯರು, ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕರು, ವಿವಿಧ ರಾಜ್ಯಗಳ ಮುಖ್ಯಮಂತ್ರಿಗಳು, ವಿವಿಧ ಪಕ್ಷಗಳ ಪ್ರಮುಖರು ಹೀಗೆ ಬೇರೆ ಬೇರೆ ಸ್ತರದ ವ್ಯಕ್ತಿಗಳು ಮತ್ತು ಸ್ಥಾನಗಳ ಜೊತೆಗೆ ಸಹಕಾರ ಮತ್ತು ಸೌಹಾರ್ದಯುತ ಸಂಪರ್ಕವನ್ನು ಸಾಧಿಸಿ ಸಂಸದೀಯ ವ್ಯವಸ್ಥೆಯನ್ನು ಮುನ್ನೆಡೆಸುವುದು ಒಂದು ಕ್ಲಿಷ್ಟಕರ ಕೆಲಸವಾದರೂ ಅದರಲ್ಲಿ ಶ್ರೀ ಪ್ರಲ್ಹಾದ ಜೋಶಿಯವರು ಯಶಸ್ವಿಯಾಗಿದ್ದಾರೆ. ಕೇಂದ್ರ ಸಂಸದೀಯ ವ್ಯವಹಾರಗಳ ಸಚಿವ ಸ್ಥಾನದ ಗೌರವ ಇವರಿಂದಾಗಿಯೇ ಇಮ್ಮಡಿಗೊಂಡಿದ್ದAತೂ ಸತ್ಯ.

೧೭ ನೇ ಲೋಕಸಭೆಯ ಅವಧಿಯಲ್ಲಿ ಸಂಸದೀಯ ವ್ಯವಹಾರಗಳ ಸಚಿವರಾಗಿ ಶ್ರೀ ಪ್ರಲ್ಹಾದ ಜೋಶಿಯವರು ಲೋಕಸಭೆ ಮತ್ತು ರಾಜ್ಯಸಭೆಗಳ ಬಿಎಸಿ ಸಭೆಗಳು, ಜಿಪಿಸಿ ಸಭೆಗಳು, ನಿಯಮಗಳ ಸಮಿತಿಯ ಸಭೆಗಳು, ನಾಯಕರ ಸಭೆಗಳು, ಎಲ್ಲಾ ಪಕ್ಷಗಳ ನಾಯಕರ ಸಭೆಗಳು, ವಿದೇಶಿ ಸಂಸದೀಯ ಪಟುಗಳ ಜೊತೆಗಿನ ಸಭೆಗಳು ಇತ್ಯಾದಿಯಾಗಿ ೨೦೬ ಸಭೆಗಳಲ್ಲಿ ಭಾಗವಹಿಸಿದ್ದಾರೆ. ಜೊತೆಗೆ ಅಧಿವೇಶನ ನಡೆದ ಅವಧಿಯಲ್ಲಿ ಪ್ರತಿ ದಿನ ಪ್ರಮುಖ ಸಚಿವರೊಂದಿಗಿನ ಸಭೆಗಳಲ್ಲಿಯೂ ತೊಡಗಿಸಿಕೊಂಡಿದ್ದಾರೆ. ಅಷ್ಟೇ ಅಲ್ಲದೆ ಕಲ್ಲಿದ್ದಲು ಮತ್ತು ಗಣಿ ಇಲಾಖೆಗೆ ಸಂಬAಧಪಟ್ಟ ೧೦ ಬಿಲ್ ಗಳನ್ನು ಲೋಕಸಭೆ ಮತ್ತು ರಾಜ್ಯಸಭೆಗಳಲ್ಲಿ ಮಂಡಿಸಿ ಒಪ್ಪಿಗೆ ಪಡೆದಿರುತ್ತಾರೆ. ಒಟ್ಟು ಹತ್ತು ಬಿಲ್ ಗಳಿಗೆ ಸಂಬAಧಪಟ್ಟAತೆ ಸಂಸತ್ತಿನ ಎರಡೂ ಮನೆಗಳಲ್ಲಿ ಮಾತನಾಡಿದ್ದಾರೆ. ಲೋಕಸಭೆಯ ೮೬ ಚುಕ್ಕೆ ಗುರುತಿನ ಪ್ರಶ್ನೆಗಳಿಗೆ ಮತ್ತು ರಾಜ್ಯಸಭೆಯ ೮೯ ಪ್ರಶ್ನೆಗಳಿಗೆ ಉತ್ತರ ನೀಡಿದ್ದಾರೆ. ಲೋಕಸಭೆಯ ೮೪೯ ಮತ್ತು ರಾಜ್ಯಸಭೆಯ ೮೭೧ ಚುಕ್ಕೆ ಗುರುತಿಲ್ಲದ ಪ್ರಶ್ನೆಗಳಿಗೆ ಉತ್ತರವನ್ನು ನೀಡಿದ್ದಾರೆ.

THE PERFORMANCE OF SELF-RELIANCE IN COAL PRODUCTION

The responsibility shouldered by the important Coal and Mines department has led to increased involvement in the work. Coal, an indispensable source of energy, plays a pivotal role in transforming the nation into a progressive country. By catering to the increased demand for fuel energy, his professional approach and work efficiency have not only enhanced the responsibility of power supply but also increased the dependency on coal-based energy to over 70%. This has enabled the provision of daily utility electric power supply to every household and industrial unit round the clock through coal itself. Under the able leadership and guidance of Shri Pralhad Joshi, and his broad vision, coal production reached one billion tonnes in the year 2023-24, marking a historic achievement. This significant achievement will be immensely helpful for the nation, which aims to double its fuel supply by 2030, when India is projected to emerge as the third global economic power. The Coal and Mines sector is poised to become a boon for the economic status of the nation and achieve self-sufficiency in coal production by 2025-26, thereby providing job opportunities for lakhs of people.

ಕಲ್ಲಿದ್ದಲು ಉತ್ಪಾದನೆಯಲ್ಲಿ ಆತ್ಮನಿರ್ಭರತೆ ಸಾಧನೆ

ಮಹತ್ವಪೂರ್ಣ ಕೇಂದ್ರ ಕಲ್ಲಿದ್ದಲು ಮತ್ತು ಗಣಿ ಇಲಾಖೆಯ ಜವಾಬ್ದಾರಿ ಇವರನ್ನು ಇನ್ನೂ ಹೆಚ್ಚು ಕೆಲಸದಲ್ಲಿ ಮಗ್ನರನ್ನಾಗಿಸಿದೆ. ದೇಶದ ಹೆಚ್ಚುತ್ತಿರುವ ಇಂಧನ ಅವಶ್ಯಕತೆಗಳನ್ನು ಪೂರೈಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಇವರ ವೃತ್ತಿಪರತೆ, ಕಾರ್ಯಸಾಧ್ಯತೆಯ ಪ್ರಯತ್ನ ೭೦% ಕಲ್ಲಿದ್ದಲಿನ ಮೇಲಿನ ವಿದ್ಯುಚ್ಛಕ್ತಿಯ ಅವಲಂಬನೆ ಜವಾಬ್ದಾರಿಯನ್ನು ಹೆಚ್ಚಿಸಿರುವುದಲ್ಲದೆ ಪ್ರತಿ ಮನೆಗಳಿಗೆ, ಕೈಗಾರಿಕೆಗಳಿಗೆ, ನಿತ್ಯೋಪಯೋಗಿ ವಿದ್ಯುತ್ತನ್ನು ದಿನದ ಇಪ್ಪತ್ನಾಲ್ಕು ತಾಸು ಕಲ್ಲಿದ್ದಲಿನ ಮೂಲಕವೆ ಪೂರೈಸಲಾಗುತ್ತಿದೆ. ಕಲ್ಲಿದ್ದಲು ದೇಶದ ಪ್ರಗತಿಯ ಮೈಲಿಗಲ್ಲಿನ ಪರಿವರ್ತನೆಯಲ್ಲಿ ಪ್ರಧಾನ ಪಾತ್ರ ವಹಿಸಿರುವುದಂತೂ ಸತ್ಯವಾಗಿದೆ. ಶ್ರೀ ಪ್ರಲ್ಹಾದ ಜೋಶಿಯವರ ಮಾರ್ಗದರ್ಶನ, ನಾಯಕತ್ವ ಮತ್ತು ದೂರದೃಷ್ಠಿಯ ಫಲವಾಗಿ ಸನ್ ೨೦೨೩-೨೪ ನೇ ಸಾಲಿನಲ್ಲಿ ೧ ಬಿಲಿಯನ್ ಟನ್ ಕಲ್ಲಿದ್ದಲು ಉತ್ಪಾದನೆ ಮಾಡಿರುವುದು ಐತಿಹಾಸಿಕ ಸಾಧನೆಯಾಗಿದೆ. ೨೦೩೦ನೇ ವರ್ಷದಷ್ಟೊತ್ತಿಗೆ ದೇಶದ ಇಂಧನದ ಬೇಡಿಕೆ ದ್ವಿಗುಣಗೊಳ್ಳುವ ಹಂತದಲ್ಲಿ ಭಾರತ ಜಾಗತಿಕವಾಗಿ ಮೂರನೇ ಆರ್ಥಿಕ ಶಕ್ತಿಯಾಗಿ ಹೊರ ಹೊಮ್ಮುವಲ್ಲಿ ಈ ಸಾಧನೆ ತೂಕದ್ದಾಗಿದೆ. ೨೦೨೫-೨೬ರಷ್ಟೊತ್ತಿಗೆ ಕಲ್ಲಿದ್ದಲು ಉತ್ಪಾದನೆಯಲ್ಲಿ ಆತ್ಮನಿರ್ಭರತೆಯನ್ನು ಹೊಂದುವ ಮತ್ತು ಲಕ್ಷಾಂತರ ಜನರಿಗೆ ಉದ್ಯೋಗ ಕಲ್ಪಿಸುವ ಕಲ್ಲಿದ್ದಲು ಮತ್ತು ಗಣಿ ಕ್ಷೇತ್ರ ಅರ್ಥಿಕತೆಗೆ ವರದಾನವೇ ಆಗಿದೆ.

EXPLORATION AND PRODUCTION OF CRITICAL MINERALS

It is truly praiseworthy to note the discovery of lithium and graphite minerals, which are crucial in the manufacturing of electric vehicles, solar panels, wind energy production, and electric cells. These discoveries will serve as alternative energy sources, reducing future dependence on fossil fuel energy. During Shri Pralhad Joshi’s tenure as the Minister of Coal and Mines, a groundbreaking initiative was undertaken in the history of the Department of Mines regarding the public auction of critical minerals. This initiative included the creation of a New Mining Act through simplification in the last monsoon session, provision for private participation in the exploration and production of critical minerals, and the total transformation of the nation into a resourceful country of renewable energy sources by 2070, with a target of achieving 50% by 2030. This has set India on a broad highway towards the utilization of alternative energy sources. The role of critical minerals is significantly beneficial for the progress and development of the nation’s defense sector. A major task for the Department of Mines is to ensure the continuous supply of important minerals used in the production of crucial metals and minerals like bauxite, copper, manganese, zinc, limestone, steel, and aluminum. These important metals and minerals are utilized in the production of various household items for daily use by the general public. This achievement has poised him to stand on tiptoe.

OVERSEEING STATE ELECTIONS

Shri. Pralhad Joshi, having been groomed under the guidance of veterans and ascending from the grassroots level to the higher echelons of the party, is proficient in the art of political strategy. A prime example of his expertise is the 2022 assembly elections in Uttarakhand, where the Congress’s efforts to unseat the BJP from power were unsuccessful. With his political acumen and prudence, Joshi managed to turn the tables, rendering the opposition’s efforts futile.

Through his relentless efforts, he has successfully fortified the party’s foundation by gaining the people’s confidence. A notable instance is in Telangana, where the reins of power were held by the opposition party.

Joshi’s mastery in politics and his ability to transform threats and challenges into opportunities are well recognized. The Rajasthan assembly elections serve as a testament to this ability. As the election in-charge for Rajasthan, he navigated the anti-incumbency wave against the political rival, the veteran and influential Shri. ೨೦೨೨ರಲ್ಲಿ ಉತ್ತರಾಖಂಡದ ವಿಧಾನಸಭಾ ಚುನಾವಣೆಯಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಬಿಜೆಪಿಯನ್ನು ಸರ್ಕಾರÀದಿಂದ ಕೆಳಗಿಳಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ತೋರಿದ ಪ್ರತಿರೋಧವನ್ನು ಎದುರಿಸಿ, ಸಮರ್ಥ ರಾಜಕೀಯ ತಂತ್ರಗಳನ್ನು ನಡೆಸುತ್ತಾ ಸವಾಲಿನ ಸಂದರ್ಭವನ್ನು ಅವಕಾಶವಾಗಿ ಪರಿವರ್ತಿಸಿ ಚುನಾವಣಾ ಉಸ್ತುವಾರಿಯನ್ನು ಸಮರ್ಥವಾಗಿ ನಿಭಾಯಿಸಿ, ಮತ್ತೆ ಬಿಜೆಪಿ ಸರಕಾರ ರಚಿಸುವಲ್ಲಿ ಕ್ಷೇತ್ರಮಟ್ಟದ ಕಾರ್ಯಕರ್ತರೊಂದಿಗೆ ಸೇರಿ ವಿರೋಧಿ ಕಂದಕವನ್ನು ಮುಚ್ಚಿ ಹಾಕಿದ್ದಾರೆ. ಇದಾದ ನಂತರ ಎದುರಾಳಿ ಪಕ್ಷದ ಆಡಳಿತಕ್ಕೊಳಪಟ್ಟ ತೆಲಂಗಾಣದಲ್ಲಿ ಪಕ್ಷ ಸಂಘಟನೆಯ ಹೊಣೆಯನ್ನು ಯಶಸ್ವಿಯಾಗಿ ನಿಭಾಯಿಸುದ್ದಾರೆ. ಇತ್ತೀಚೆಗಿನ ರಾಜಸ್ಥಾನದ ಚುನಾವಣಾ ಉಸ್ತುವಾರಿಯಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸಿ ಕಾಂಗ್ರೆಸನ ಅಶೋಕ್ ಗೆಹ್ಲೊಟರವರಂಥ ರಾಜಕೀಯ ಮುತ್ಸದ್ದಿ ಮುಖಂಡನ ವಿರುದ್ದ ಅಧಿಕಾರ ವಿರೋಧಿ ಅಲೆಯನ್ನು ಸದುಪಯೋಗಪಡಿಸಿಕೊಂಡು ಬೇರುಮಟ್ಟದ ತಂತ್ರಗಾರಿಕೆಗಳನ್ನು ಹೆಣೆದು ಮತ್ತೆ ಕಮಲ ಅರಳುವಂತೆ ಮಾಡಿದ್ದಾರೆ.
